Ch. XIV Rise of Prices
Conclusion of Note

Upon the whole then the result is that
by every £100 worth of paper issued that a Banker
issues keeps in issue he improves a tax upon the
community and that to an amount prodigiously
greater than that of his own profit. His Of his profit
the maximum is 5 per Cent upon the amount of
paper money so kept in issue. The tax or loss
to the community is - upon such part or any of
the amount quantity of such paper as being employ'd in
the shape of productive capital calls converts into
actual labour and thence into a mass of vendible commodities
a portion of capacity for labour which without the
creation of such capital would not have undergone such
conversion — equal in each year to the amount of such part
minus the interest of that amount at that full
rate of interest which includes profit upon stock:
upon such part of the paper as is either not
employd in the shape of productive capital, or,
though it be so employ'd, does not convert into
actual labour any quantity of capacity for labour
but what would have gone> undergone the same conversion
without it, it produces a loss to the whole amount
of it, and without any such deduction in the
sum of profit by interest as abovementioned.
