4 Annuity Notes
Ch. Effects
Period III

9
By the Annuity
Note paper all
causes of rise in
the rate of interest
will therefore be
precluded from
producing that
effect

Whatever may be the pitch to which at any given
period the current rate of interest as well (including as well
the average of the general rate of interest on other securities as the rate of
interest in Government security) may in virtue by the operation of the
proposed Note-Annuity paper have been reduced, it
will in no future period be ever capable of being
raised above that pitch. (natural calamities involving
the destruction of the Government and the sudden
and destruction of property and impoverishment of the country
excepted).

10
It is never raised
any where but by
money borrowed
by government.

In a country where property and the fruit of industry
and frugality is secure setting and the obstacles that may cause
to be opposed by the exigencies of Government In the natural course of things the rate of interest
has a natural tendency to fall decrease: and to this decrease
there are no limits to the decrease. Government
by the extra demand which it is liable to have for
present money, in lieu of war, and by the extra consumption which
is as cause and destruction resulting from that calamitous state,
and by the extra in rate of interest in finds itself
obliged to give at the time during the continuance of such demand, raises
thereby and sets the law to the general rate of interest:
and therefore so long as the rate of interest given
by government admitts of no encrease rise, neither can the
general rate of interest admitt of any encrease rise.
