To the amount of the addition thus promised to
the mass of national capital, in respect of that freed
capital, and such other parts of the mass, which as owe of are intrinsically productive
nature, it may naturally enough expected that
I should add the augmentation promised to capital in the
spirit of circulating capital - viz. to
that branch of it which consists of money.
That an augme in certain circumstances
an augmentation of this sort would be among
the natural consequences, and even, unless
prevented by special care, among the necessary
consequences, if the measure is a proposition
the truth of which will I imagine appear
with sufficient evidence: but, int so far from
taking credit for any such result, in the account
number of the advantages, character of an advantage, of advantages probity requires
that I should give warning of it as wrong a source of
the dangers danger. which obviated by apposite
safeguards, would appear present itself thereafter in suf in

the other inconvenience, and go nigh to outweigh
the whole mass of advantage the whole of the advantage which has been
