It may be asked — why to what good and what advantage is there and
why throw the whole burthen of the measure upon a the two particular
classes in question such as were the Country Bankers and the Proprietors
of the Bank of England
, instead of letting it
rest upon the shoulders spread over so much broader of the community at large,
in the shape of a rise of prices?

My answer is — to reduce the amount and
pressure of it to its minimum. + <note>+ At an estimate greater than any possible one, the former loss would not bear <add>be
to the latter in so high a proportion as that of </note></add>because the loss by the extinction
of the paper could be so than the loss by
