Its utility as a
principle of attachment
to the Government,
embracing
the lowest classes.

There are few principles of attachment so powerful There can scarcely be a stronger or steadier
or so steady as that principle of attachment, than that which binds the
proprietor of hoarded property, especially of his own
hoarding, to the power ato whose good faith and
solvency he has built the assurance of his enjoying it its being continued
Where the treasure is — there will the heart be also.

It was by this principe that the attachment
of the opulent class of money'd man at the commencement of the present Century was secured to
the old constitution, through the medium of the new reigning
family.

At present the attachment is sufficiently secure
on the part of the opulent of all descriptions [+] to that [+] (to a vast majority
at least)

same old constitutionthe grand pledge of internal security and , and to that same once new family
already became consecrated by age.

The only classes for the steadiness of whose attachment to the
principles of security and peace there can be any apprehension,
are the unenriched and laborious classes:
but of these classes is composed the great bulkmass of the
population of the country community, and of the physical part
at least of its strength.

To rendergive to the same the principle of attachment an all-pervading
and perfect efficacy, there tends no more than
to adapt it to the circumstances of these classes, by
reducingadapting the magnitude of the instrument of security
the species of property in question in such degree as to
adapt it to the measure of their pecuniary faculties. By the
proposed Annuity Note paper the solution of this important
problem: and affected in so simple a manner that the wonder is
how so obvious an instrument of internal security should have passed thus long unobserved.
