The portions of Government currency between less than brought into the market
heretofore. This is the only feature whichseparately
taken can be called new: perhaps less than have
yet spent by government in this country, but
not less than what have been spent by government
in other countries, and in this country by individuals.
The remaining other principal <add>leading</add> features collected altogether from
established institutions: the annuity sold, enjoyed for perpetual
but redeemable: the paper containing the evidence
of sale, bought and transferable: the produce of the
sale applicable appropriated to the extinction of the National
debt.

Any one each of the above four heads of advantage
appear such as might hav of itself sufficient to warrant have warranted
</del> an experiment attended with some risk:
shall will not all [of them] (put) together + + give birth to an experiment free from risk? suffice be sufficient
prevail to give birth to an experiment clear of
all risk? to warrant an experiment exempt free from
risk?

Even the proposal to be conveyed expressed in these words —
make your Exchequer Bills for small sums — this, though not compleatly correctly expressive of the
measure, would express all the innovation of it.

What if the man Minister administration which found itself who found saw himself
obliged to give birth witnessed the birth to the debt Wardebt of the existing War
should during his administration see witness the compleat
extinction of it of debt to an equal amount? Then
would indeed be a day of Jubilee!
