Government right to have the Monopoly
of Paper — money
as with as of
Metal—Money.
Bank notes though bearing no interest circulate
at par. Even private notes — the notes of country
Bankers — do the same. Government paper not without
interest, and that even when bear carrying
interest at upwards of 4-1/2 4 per Cent scarce bearing a premium.
To what causes are we to attribute ascribe a contrast thus
striking, and so much to the disadvantage of government?
Is it the disadvantage remediable or irremediable or remediable?
If remediable [are there any conclusive reasons
and those conclusive efficient ones against its being remedied?
Is not the remedying want of it event of its meeting with a remedy
an event to be wished for upon the whole?
Instead of having bearing a share comparatively
so minute as that which it Government bears in the business of
issuing paper currency and that upon terms comparatively
so disadvantageous, ought it not rather to
possess the whole, is it not rather to be wished for
that it possessed the whole? — How stand these questions
upon the footing with reference to of general constitutional principles?
— how stand they upon the footing of particular expediency
of expediency with reference to the this particular
case in question circumstances of the case
indepedently of the general expediency of adhering
to constitutional principles? If obtainable and desirable
by what means can such an extension of the Government
currency be most ably effected to ever attempted with the greatest prospect of success advantage?
of what nature are the advantages to be derived from it, and to
what length are they capable of being carried?
