At the time this branch of the prerogative
took its rise currency had but one form, and one species of subject, that of
metal the pretious metals. For a long time it has
had another a partial substitute, to wit paper, and that to a value
at or at any rate to an amount little inf if
at all inferior to that of the first article of intrinsic
use. Hence it is that this branch of the prerogative
though nominally the same now as heretofore has
in reality been stripped of half its power: originally
it embraced the whole of the currency: and now
it includes scarce half!

If there be any where If in the whole scheme
system of government there be an instance where
the idea started by Machiaveli, [and in the mind
of Machiavel who broached it, as well as of so
many others who have repeated it, if seemingly but a enough of
one] is susceptible of a determinate signification
and an useful application, the present will I
believe be found among the number. the idea of
the expediency of bringing back institutions to the
standard of first principles. the present will I believe
be found among the number. Compare the advantage
resulting to the community from the monopoly
in the respective instances of the two species
of currencies we shall find it in every point of
view greatly superior in the instance of the paper
currency of factitious value to what it is in the instance of the currency
of natural value the metal currency.
