Observations V. Procedure

all such cases, in point of efficacy and fitness
for all this production of legislative wisdom may
is about upon a par with the school-boys
receipt for catching Birds, viz: by laying salt upon their tails.

Multiplying options with regard to punishment
is not adding to the mass of punishment:
because in as far as one of the punishments
is employ'd, another is forborne.

To compose a paper convenient for circulation there must
there must be a certain correspondency between the
quantity of interest per diem, the principal sum
given for that annuity, and the dividend of which
the principal and the annuity are respectively susceptible.
The next highest rate of interest which would afford
at the same time an interest of a farthing per
diem, and a standard principal sum capable of being
divided into all lesser notes, aliquot parts of that dividendalways by 2 by a system of division
having two for its common measure, would that which
having for the interest upon the standard Note as above
a farthing per diem by the year 7. 7d¼ should have
for the principal or purchase money of that the
sum of £8. This would it is true afford a series
of Notes no more sufficiently even for practice, as may be
seen in the annexed Table of Annuity Note currency,
Compartment the th: £8 being the half (£16) of the premium
proposed for the standard note, in the event of the
assumed further reduction in the rate of interest: and consequently
the rate of interest being the exact double of what it is in
that case. The rate of interest in that case is 2⅜ nearly:
the double thereof consequently 4¾ nearly. But at this amount
this last mentioned rate should afford no peril: for the rate of interest
given upon the last Loan bargain concluded 21 Feb. 1800 is a fraction under that rate.
