The use of this article is to succor afford to the
proposed paper a perpetual and unsatisfactory
security against depredation. That this security
is as efficient as it is simple, and that it
may to every practical purpose be regarded as a
perpetual and unsatisfactory one, will be shewn

currency is (witness so many that exist without it) is highly that

properties) which concurr in the recommendation
of Bank and Bankers papers: and which have served to introduce
those more barren papers into so many hands,
by which Exchequer Bills, India Bonds and
other interest-yielding papers would be refused.
