The use of this article is to succor
afford to the
proposed paper a perpetual and unsatisfactory
security against depredation. That this security
is as efficient as it is simple, and that it
may to every practical purpose be regarded as a
perpetual and unsatisfactory one, will be shewn
in another plan. +

Steadiness of price is a property which
if noth though certainly not essential to a paper
currency is (witness so many that exist without it) is highly that
point of in the influence of every such paper, highly advantageous in every point of view
Being the more valuable to the possessor ch
a paper possessed of eiher quality may be disposed more : of which the value is exempt from fluctuations
of is capable of being disposed of to more advantage by Government the vendor:
Being worth the more to individuals, it will may be made
worth the more to government.
Being adapted to circumstances and inclinations
of the greater number of customers, the sale of it
may be the more extensive. For A paper exposed
to the vicissitudes of the market can have
such persons alone only for its customers, whose inclinations
dispose them and whose at the same time that their circumstances enable
them to become gamesters to the amount of the
difference between the highest and the lowest price.
This may be stated as one of the properties
(though certainly not as the only one nor so much as
the principal one — but at any rate as among the number the of the
properties) which concurr in the recommendation
of Bank and Bankers papers: and which have served to introduce
those more barren papers into so many hands,
by which Exchequer Bills, India Bonds and
other interest-yielding papers would be refused.
