concern the mode in which and the conditions
in which the licences are to be granted

4. In Part IV Intitled Regulations, those which
exhibit divers heads of regulation to which it is proposed
that the different <add>several classes of</add> persons licensed should shall be subjected.

5. In Part V, intituled Procedure &c, those which
concern the heads of Penalties and that of Jurisdiction,
as well as the mode of Procedure.

6. In Part VI, intituled Miscellania, Gazette & Calendar &c those which
concern the Police Gazette - The Calendar of
Delinquency — Exemption from Postage — Periodical
Reports and occasional suggestions by the Board
and the transfer of the Jurisdiction authority of
the Offices proposed to be suppressed —

A Division apart had been allotted to that
that part of the system in which it had been
proposed to include the classes of persons concerned
