And be it further enacted that in all
pecuniary penalties which cases if any in which if any pecuniary penalty shall be incurred under
this Act to any amount exceeding [twenty] pounds
the same shall be recovered (except in such cases if any
in which any penal provision is hereby made
touching the same) together with costs of suit, in
any of his Majesty's Courts of Record at Westminster,
by Action of Debt, Bill, Plaint or Information,
wherein no Essence, Protection, Privilege or
Wager of Law, nor more than one Impartance
shall be allowed: and in all cases in which
any the amount of the penalty incurred or demanded by the
Informer shall not exceed twenty pounds, as
also in all other cases of Judicial proceedings
to be carried on under and by virtue of this Act, such proceedings
(except in such cases in which in in as far as any penal provision
to any effect other effect is herein above not by made) such
proceedings shall and may be carried in by and
before
and the matter thereof determined, by and
before any one or more of his Majesty's Justices
of the Peace, acting in and for the County or
other local jurisdiction in which the ground for
such proceedings shall arise: and in case of conviction
such Justice or Justices may cause the
instrument or record order thereof to be drawn up
according to the form contained and described in
the Schedule marked [ ] and hereunto annexed,
or according to any other form of words to the same
effect, and for the levying or causing to be paid
every such sum as any person shall be adjudged
