1 Annuity Notes
Art. 15 Ch. Plan 1 Creation Post-Offices in Town and Country proposed for the Local Annuity Offices in the first instance —
[6] [Local Annuity - Note Office ...] To serve as local Annuity Note Offices, I would propose the several
local Post-Offices, in Town and Country, with the
eventual addition of other Government Offices, established
or to be established, should the business ever
prove too great whether in respect of the demand
for them, or the demand for pecuniary responsibility
to be transacted by these Offices who without others.
1s. These Offices are of the number of Offices already in existence,
and in existence in the Service of Government. Hence no
extension of Patronage: at least no increase in the number of
persons bearing emplo in the pay of Government—
2<hi rend='superscript'>ly</hi> Among the existing Offices, this is that in the business of
which the greatest degree of dispatch and punctuality are is in use. In the London
Penny Post Offices, 6 deliveries in a day, as registered in so many
Hour Bills: and not a failure, is though the differenced were but
between hour and hour, but would not be liable to be noticed :
accordingly such instances of such failure are it is believed
comparatively rare. bBy employing these Offices such a degree of
dispatch and punctuallity may be obtained without difficulty or
effort as if aimed at in the in a any new Office erected for this
purpose would be liable to not altogether without reason to be
regarded as visionary and impracticable. — Though
