II. In regard to the mode of transacting the business,
the leading points to be attended to, are appear to be summed
dispatch, and convenience to individuals in regard to
up and included in the single word, convenience: convenience
with reference to both parties — Gov Indiv Government the debtor, and
individuals the creditors — convenience, that is the avoidance
of all unnecessary consumption of time, trouble
and money consumption; conv labour, and time: — convenience,
with reference to both parties — Government, the
debtor, and individuals, its annuitants the creditors.
If notice be deemed requisite that delays postpones each operation
to the end of the period marked out by such notice
meaning by each operation the redemption of such a mass
of annuities as corresponds to the mass of money which
Government either has on hand at the time of giving publishing
the notice, or looks upon itself as sure of having by
the day on which the period expires.
