Thus to part with it and employ it: it is only subject
to that proviso that any person so circumstanced
could venture in prudence to accept
of it: but where the case is such, that a man
can not look go into the street without finding himself
in the midst surrounded with other individuals of a multitude of persons

to rumor it subject to that proviso, the
doubt opened by the proviso vanishes altogether:
stated upon the first statement
is given as matter of doubt, can no longer

It is thus that the several existing species
of Government Paper known by the several names
of Exchequer Bills, Navy Bills, Ordinance Victualling
Bills and Ordinance Bills are as well
in the way of circulation as in the way of issue
N.B. Stock in future as ample, because perpetual. by multitudes of persons so sure of when would
or in common prudence could venture to receive
it thus but under the cd assurance of his being
able to put somebody else to receive it from him —
at whenever instant it might become necessary to
part with it, and that at a price not falling
short by more than a given amount of the price
at which he took it. But if in these cases the
assurance if found sufficiently strong for
how much more so must it be in the case proposed?
Since for every person whose circumstances admit of an Er his receiving an Exchange Bill, there
will will be at least some scores, not to say hundreds, whose circumstances could admitt of their receiving a proposed Annuity Note.
