The proposed new species of Annuities are
in some circumstances respects i:e: to persons in some
to persons circumstanced in one way certain ways more convenient
than the existing Stock upon the existing
plan of Stock: to persons circumstanced in other
ways, they are less convenient. How much of
the total mass of Annuities composing the National
Debt it may be more eligible to return
upon the existing plan, form and how much to change transform
into the new is a point as needless
as it would be difficult, to not to say impossible, to determine by reasoning. beforehand and in the way of ratiocination.
Happily it is altogether needless Exeperimen Experiment will
shew: and experience in which there is neither
difficulty nor danger. The price of these new
Annuities at market will be the test and measure
of advantage: So long so long and as often as any
advantage can be made, the market for them
will be kept open: as soon as, and as often
as the advantage ceases, the market will be
shut up. So long as government serves others
but a single farthing more for new annuities of these seven shilling
or 8s annuities in this way proposed mode form than in the existing
forms it will there will be an advantage in continuing
the sale of them: an advantage was to government:
and the advantage to individuals — the purchasers — will
be all clear gain.
