In all other papers, the fund for payment remaining
the same, the greater the quantity of paper
issued, the greater the danger of failure. In the
case of the proposed paper, not only the danger
of failure does not encrease in the proportion to the
quantity issued, nor so much as encrease in any proportion,
but in the same proportion it decreases and
security takes its place: since according to the
plan no new engagement of this kind can ever
take place, but an old engagement is immediately
cancelled, and that to an amount much more
considerable. In proportion as other paper is issued
the solvency of the fund for payment is diminished
in proportion as this paper is issued, that solvency
is increased.
