of checks or evidences may be regarded as compleat.
The Annuity Note Receipt will be a
check of security affording security to the Note-holder
as against dishonesty or negligence on the part of
the local Postmaster. The Note-Holder Application

the local Postmaster in respect of the receiving

Note obtained by him by any other embezzlement or improper
