5. (a) Plan III Dividend. 5 (a) Outer Package for the Roulian Box is Leather Purse? Instead of the Box, perhaps a Leather
purse , of the diameter of a Roulian , and of a
length proportioned to the number of Roulians
corresponding to the greatest number of Annuity Notes
each Sub Office was perm allowed to receive for
one delivery, might perhaps be preferable. A purse
of this sort would have the appearance of a Sandbag
such as those which are sometimes employd to
keep the air from coming in at crevises about doors
and windows. It might be laid open by a lace,
and be laced up as it was filled. Such an implement
would be much lighter and take up much
less room than a Box: besides that the money
would be much more effectually and easily secured against
wearing by the jotting of the carriage. In considering
the number of Post Towns of which the Letter Bags
of which were one may come to be conveyd in all one
and the same MailCoach, the bulk and weight of
the proposed additional appear to be an object of no
small account. But the amount of it will be
very different, according as , silver and copper,
or silver alone (as transfer turn-after proposed) were employ'd
in the composition of the Roulian.
