will be an art a business of itself which will naturally
be committed to a hand or set of hands employed appropriated
to the purpose. A Wafer to be stamped with an
appropriate seal, will be applied to the top or
mouth of the packet at the time of closing it:
at the bottom or the outside will be the place for the Clerk or
Teller's name. The Packet being opened by
the Postmaster in the presence of the Holder of the
note, should any base or suspicious piece of
money be contained in it, the identity of the piece
will thus have two witnesses to depose to it: attest it and
to provide for this contingency, blank forms of attestation
so contrived as to answer the purpose of
a cover to the piece of money alone contained, may
be provided for that purpose: and should the suspicion
be confirmed, on the return of the bad money,
a small sum such as 1d or 2d should be
returned with it at the expense of the Officer in
fault.
