9 2 Annuity Notes
Plan 18 Small danger of Forgery In this there is no apparent difficulty
The only objection to it seems to be this. In
the Form of the Note itself very particular
precautions are taken against Forgery. Either
then the same or similar precautions must
be employed in the case of the Receipt; in
which case it would be tantamount to a fresh
note, or the benefit of these precautions must
for the during such time of suspension be
foregone.
Forgery however need not be much to be
apprehended. The time which the Receipt has
to run in its capacity of a substitute to the
Annuity note is proposed to be very short. As
the Note can not be received back at any other
place than the Post Office at which the Notice
on demand of payment was received, and the
Receipt given, the circulation of the Receipt
will be confined though not by law express enactment, yet by
the nature of the case to the neighbourhood of
that Office; that is to a within a circle within
which there will be a general probability of the
handwriting', being known. A Receipt under these circumstances pur
in a handwriting purporting to be that of the
Postmaster of a distant Post Office will not
can hardly be presented by a person unknown
with sufficient probability of its being accepted:
and if in the neighbourhood of the Office be not a distant one, an a forgery
of the Postmasters hand will be an experiment too full
of danger to be tried.
