Should all those elements of security put together
be deemed still insufficient there will remain as
the last resource, 20 Ultimate Resource against Forgery Making the engraving of the Receipt as elaborate as that of the Note itself the applying to the Receipt

objection to this is the expense: which for so prodigious
a number of impressions as would then be
necessary, would doubtless be considerable: whether
considerable enough to constitute a peremptory continual objection,
will be a point to be determined.

20(a) Forgery of a Receipt will not affect Public credit
Here as in the case of a Bill of Exchange or a
Banker's Promissory Note, the peril of the loss from the peril of cash forgery will not
be confined to individuals: The A Postmaster will
not be to be improved upon by a spurious forgery of
his own name. Should a forged Receipt of
this kind be attempted to be passed from one
individual hand to another, it will not hardly be attempted
to be passed by the forger himself upon the
very person whose hand is forged. It will therefore
be no otherwise exposed to forgery than private
paper currency of all sorts is stands and always has stood
exposed: and to protect it against forgery as will
be fortified by securities such as no private currency
has ever yet been furnished with. And
as no such forgery the imposition and loss by
such forgery can scarcely ever come home to government is so little in danger of reaching
the any of the hands employed by government, the
consequence is, that even should it this species of currency become the subject
matter of forgery, the general credit of the whole mass
would not even in that case have any such shock to sustain as is sustained by Bank paper as Bank paper is liable to sustain from a forgery of Bank Notes.
