maxims a fundamental one & that
with scarce an exception is that
high-seatedness in judicature is indispensable
to two inestimable vast benefits — the one of them
economy the other justice. In my notion
of the matter for distinguishable
reasons of which one of them is responsibility
and that an abundantly
sufficient one not to speak at present
of functionaries in the departments
in the departmt of justice every one
more than one is in a proportion hiring
with the number a perfect nuisance. To the
one needful add but one other who is
not so that which you pay for the
service in question is just twice as
much as you ought to pay for it: add
one other it is thrice as much: true
which is it at present it is that in the present instance the objection
grounded on economy has no application.
Sit or not sit —, act or not act, the
pay of these functionaries will be the
same: that which remains is neither
more nor less than than the detriment
sustained by justice. In
