is one infringement
of liberty, & tends
to operate as a fine.

Every word and then the effect of which is to exclude
from the bosom of the Church from a participation
of this benefit any one human being who
might have been admitted to share in it is an
unnecessary infringement of liberty, one act of persecution to
an amount much severer than that of an ordinary
fine.

Of the more explicit anfo modes according
to which liberty in matters of religion may be
infringed, and of the nature and extent of the
mischiefs resulting from such infraction more
will be said in another place. Here let it only
be noted for memory' sake that this is one.
