people concerned is after all ultimately practicable
test of propriety for any measure: the
giving satisfaction to the majority of the people
is the only justifiable end. Its propriety in the
eyes of the legislator is no otherwise entitled to
his consideration than no in as far as it is
assumed as a test and the only test he can
try it by in the first instance, of its propriety
in their eyes: to set + up his own
judgment against what he himself apprehends
would be the determined and continued lasting judgment
of the people would be tyranny in the strictest
sense of the word, and the more to be guarded
against as at this time of day period of civilisation it is the only
species of tyranny that a legislator is in any
considerable danger of giving in to.

Church Reform
There is one general rock which projects of
reform are apt to split upon: viz: the neglect
of the feelings of individuals in pursuit
of the public benefit. The splender fascinating of the
object which is in view fascinates men's eyes, and renders men them blind
to collateral considerations: the mortification,
that await those opponents who by through opinion or interest
are led to wish ill-wishers ill to the change instead
of being set against the benefit in the account
of profit and loss, are reckoned represent themselves in
the number under the colours of its advantages. Without a considerable
measure of zeal, no activity, no
reform: nor any considerable measure of zeal
without a proportionable measure of uneasiness at the
thoughts of the obstacles which it meets with in its
way, nor without a proportionable measure of
resentment against the authors of those obstacles.
Such are the natural connections between the
passions concerned in such a business: in the
infancy of society those associations can
not fail to manifest themselves in full strength:
to effect the separation, and have in sufficient
force
