§.1. Abstract
Mischief

To the name of improvement belongs every thing good,
considered at the time that is new. In so far as improvement
takes place, the standard of Custom is departed from: -
Reason is called in and employed. It is only in so
far that as, in the character of an instrument of good the faculty
of Reason is employed - it is only in so far that anything
that comes under the name denomination of improvement can take place -
that any thing good can for the first time be done.

Hence it is - that, to all who are with find themselves <add>either in possession or</add>
or in expectancy of any share in the profit growing out of a system of above, not only reform
but improvement itself - in a word good itself — becomes an object of hatred and
of dread.

Reason in contradistinction to Custom is the instrument,
by without which not reform can not be produced with what reform, in it is <add>ever produced, is produced </add>

Reason is also the instrument instrument with which, in the same field improvement,
in so far as it is ever produced, is produced.

Thus it is - that, under a corrupt government, to the ruling , Reason itself
and every honest use that is or can be made of it, is capable of
being rendered an object of hatred and of dread.

Thus it is - that, with the exception of that portion
of good, which corresponds to their own sinister interest and
their own legitimate share in the common interest every thing that is good shares in the production of those feelings of hatred and dread
with which reform improvement and Reason are regarded.
