Not but that by something, which for a sort of declaration as matters
stand at present
, by a sort of declaration which for the sake of subterfuge
attempts endeavours have been made used to confound with a declaration
of persuasion, peace might really be served —
a real and substantial benefit produced.

To know declaration & and in an indefinite quantity,
doctrines in an indefinite degree repugnant to any
which in their eyes have all their lives long been objects of
veneration and attachment — this, whether the doctrines were
true or false would to many a pious mind be real sufferance
— this would be real evil — this might not improperly
be spoken of as giving a wound to their peace:
articles having for their object and effect the preserving of
mens peace of mind from such wounds, might surely it
should seem without impropriety — receive the appellation
of articles of peace.

But, for this adapted to the to be capable of serving this purpose, of what sort should the declaration
be? — a declaration of opinion? the by an test it under
the mischief with which every such declaration is pregnant have,
it is hoped, been sufficiently laid open to view. Nor is it
any otherwise in any other than in an indirect way that a declaration
of this sort is contributing conducive to the effect. proposed and in view. The
simple, the direct, the only honest way is by a declaration
of intention — a declaration of that sort which is termed
a promise.

To which might be added or substituted, regulation
of a coercive nature — the more gentle the coercion the
more s of being in case of transgression applied —
tending to the same end.
