2 In these the case of Recantation , for the production
of the effect the power of reward and punishment
and reward must be combined applied First comes denintiation
of punishment then comes on condition
of the declaration utterance of the sort of declaration
required prescribed, remission of that punishment. In this
case, the utterance of the false declaration the
circumstance of the art of mendacity, is held up to
view in the character of a public service: and for
this service, exemption from the punishment which
would otherwise have been inflicted is attached in
the character of a reward.

So long as penal laws any anti-heretical penal
law applying to persons at large continues in force
the field of this the part the effect of exemption as above being under under and by virtue
of such laws given to Recantation, is in its extent
all-comprehensive comprehending all those by whom
the species of transgression is capable of being committed,
that is to wit without any exception worth
the whole population of the country.

Suppose no such penal persecuting law remaining in
existence, then and in that case the field of the case
of Recantation is has for the maximum of its extent
the field of the case of Subscription, and for its actual within any given length of time
extent the field of the case of those by whom in whose instance the act
of subscription having been performed, and some opinion of the having been uttered
number of those for the preventing utterance of which the act of subscription
was prescribed, prosecution followed by conviction has taken place.
