§.
Within a given space of time suppose no
instance of Recantation to have actually occurred had place
whatsoever may have been the cause of the absence of evil in
this shape may have had for its cause — whether the
absence of transgression or only the absence of prosecution
or conviction] let it not be imagined, that by the
continuance of the institution no evil has been produced.
