§

Such is the case, be the principle what it may.
But where so it is, that the principle consists in the
habit and disposition to make application either
of the matter of reward or of the matter or punishment
or of both in such sort as be f under a full
assurance that national mendacity with its evils will be the
fruit, without any assurance that good in any shape
not producible by other and less expensive means
will be the effect, the evil consisting produced in the countenance homage
and authority procured to a the bad principle is much
more serious.

By a government by which after due warning
and explanation the determination to keep in a state
of deprivation in their most vital part the morals of its subjects as in them
manifested, all just title to respect, to affection — to attachment
is thence forfeited. For the sake of their own
quiet and security, the subject many will forbear
to oppose to it any active aggression or resistance,
but within the range field that is left for free for the manifestation
of good or ill will at pleasure — for the
rendering of good or evil offices, they if well advised will do what
depends upon them towards manifesting their displeasure,
towards manifesting their regard for useful
morality and in that a regard which can
not be manifested without the manifestation of a
correspondent degree of disapprobation towards the conduct
of their immoral and untrustworthy rulers.
