☞ 11 Decr 1812. Pay not till after Qualification

V. Remuneration. Pay

I. Present abstract utility. 1. Quantum, the least which a person adequately
qualified will accept. Reasons. 1 respecting aptitude, thence the interest of the pupils The less, the stronger the proof of affection for the
service, thence of zeal: which in this case has been will be shewn to be by far the most important.
2. the less the avocation. 3. respecting economy, thence the pecuniary
interest of do — 1. the expense the less to each contributor, 2. the greater the
numbers of the contributors — the number able to the same requests.

II Fund — if possible f voluntary contribution only; not forced. Reasons 1. Ill-
will in the part of the contributors towards donors thence persuasion weakened — and donee — 2. Pain
of privation on the part of the forced contributors.

VI. Present practical utility. To the detriment of the present incumbent and
and or patrons the present question can not in any instance be lessened
without bringing in the inconvenience of change. See that title.

Anglicé it could not be reduced below the existing amoral Scoticé, without
foregoing the advantage resulting from an equally apt discharge of the
collateral duties actual and addible, and the duties of imperfect obligation

III. Practice of earliest times. 1. Quantum, the amount of course not exactly
or directly ascertainable. From the zeal success, thence from the
zeal, reasonable to conclude it not excessive. 2. Fund, contributions
of willing contributors 1. no power to force it from the unwilling: hence
it could not be excessive to the prejudice of the pocket of the contributors,
and is not likely to have been so to the appropriate
zeal in the instructors.

IV. Practice of intermediate times. I. Prereformational. Fund being
partly special contributions donations of land in large masses from a few
opulent and zealous proprietors, partly an income tax raised
chiefly on land, hence II Quantum excessive in some parishes,
deficient scarcely or absolutely wanting in others: the greatest part wasted
upon the non-officiating and useless members of the profession: viz
Monks, Canons, Deans & Chapters, Bishops and other dignitaries.

IV Post Reformational, amongst the Episcopalians, abuse the same
in principle, difference only in degree.

V. Scoticé I Fund, in principle the same, contributions of unwilling
contributors. II. Quantum, considering the quantum of literary qualifications required
and the collateral duties required, no where excessive: in
some parishes deficient: the deficiency of late in the whole or in part
supplied. £10,000 could not decently be refused to the Scottish Clergy
when £100,000 was to the English
