in all governments
an interest common to
them with the subject
many.

Also one opposite to
the interests of the many.

When the interest of
the many is not opposite
to that of the
few these few will
(more or less) endeavour
to promote it.

So far then it is the
interest of the few
as to religion to promote
useful morality.

should be directed to
certain ends — what
are they?

propagate useful
morals

2. Giving instruction
& assistance to those
who by reason of
indigence & ignorance
may need it.

of communication
between government
& local communities
for the purpose of
promulgating regulations
&c.

the greatest happiness
to the greatest number
in so far as depends

many, the term sinister
may be applied to
it.

The false ends are the
promotion of the interests
of the few in
so far as being opposite

there are so many
branches as there are
of the sinister interests
thence as of the interest
in general i.e.
pains & pleasures

Of the possible sinister
interests in the
character of false
ends of government as
to religion those commonly
pursued & so
as to have given rise
to pernicious or useless
measures &c on the
subject of religion so
as to diminish its
good effects or encrease
its bad are the only
ones that will be
held up to view.
