1 Principles
Ch 1

1
On the principle of utility
the cause of the conversion
is evident.
p.1

2
In so far as possession
or expectancy of property
or any other
good be made to
a pain of privation
or disappointment is
felt by the individual
in proportion to the
value ascribed to it.
p.1

3
This, the mischief of
1st order

4
From this, springs a
wider mischief viz.
that of the 2nd order.

5
Whatever the mischief
of the 1st order is, to that
of the 2nd order is divisible
into to 1. Danger
2. Alarm. p.1.

8
These modifications
of pain, coupled with
the loss of good — is what
the utility of the measure
has to set against
it in the account of
profit & loss.
p.2

9
2 Of every change diminishing
property
mischief in this shape
above is a consequence.
p3

10
Power in what shape
soever, as much as
property, matter of
good, loss therefore
is attended with pain
of disappointment or
privation, which may
produce mischief of
the 2nd order in both
or either branch, as
above. p.3

11
Loss of public power
Susceptible of compensation
of which of private
property is not.
p.3

12
In case of private
property, only interest
in question is that of
proprietor — in that
of power, — public or
possessor — of which
public's the principal
one, & always spoken
of as such.

13
Loss of property can
not receive compensation
but in proprietors
hands: compensation
not adequate
if in consequence of
the change, his property
is less. p4

14
Locus power, which not
having been created but
for benefit of the
public compensation
can be made for it to
those of the public
for whose use it was
created. p.4

15
Official emolument
apart — universally
acknowledged justification
for abstraction
of power, benefit to
the principal. p.4

16
When the power of
trustee is formidable,
prudence may suggest
recourse to the
pur compensation
for it. loss — Bribery
the name this act
must expect to receive.
p.4

17
Power & property differ
viz. if for loss of
property compensation
is not made. injustice
is committed, & such
non-compensation
ought to be a bar to
change. p.5

18
Power may be taken
away without such compensation,
non compensation
no bar to
change — If it were,
the most beneficial
changes might be stopped.
p.5
