Ch. 3. Appointment
§. Practice Scoticé

§.5. Practice Scoticé

1
Scoticé the right of appointment
is generally
in the hand of some
individual.

2. Sometimes King
as such —

In a few instances
the heritors. p.1

2
It is never saleable.
Quære. p.1

3
Where the right is in
the King, from the
time Ld Melville to
his ostensible situation
added that of minister
for Scotland, the choice
has been customarily
left to the heritors of the
parish p.1

4
The heritors but a small
proportion of the persons
interested. p.1

5
In reference thus made to
the opinions and wishes of
so many of the persons interested,
there was a degree
of liberality which
forms a striking contrast
with the conduct
of the English keeper of
the King's conscience, —
But so thorough was the
change made, that what
is mischievous Anglicé
— is Scoticé almost or
entirely harmless.
p.2.

6
The worst hurt
of this arrangement, is
the channel of communication
between the heritors
& the Minister, which
is, through the representative
of the District
containing the parish &
thus is formed one of the
many hands which keep
the H. of Commons in dependance
on the King
and thus contribute to compose
the despotism of the few over the many

§.5. Practice Scoticé

7
If from other causes
matters are so ordered
that no unfit person can
get into the establishment
or stay there,
the difference is not
between good & bad —
but good & better. It
will be seen under the
head, qualification, how
improbable an unfit
person should enter, or
if entered, find it practicable
to continue in
this branch of the official
Establishment p.3
