1. If the instruction with the establishment provided be requisite in one parish, so it is in every other. Those who reap the benefit should bear the burden according to their means.
2. This is what seems to be the proper general rule. p.1
3. But suppose any parish all of a non established set changing themselves with the expence of their worship, the office of minister of the establishment would, if kept on foot with pay, be a mere ((unclear.)) Except as to the actual ((unclear)) the money had better be thrown into the sea. p.1
4. ((Unclear)) that except such errors as officially influence franchise, religion cannot but be carried or was in the beginning under now established churches. The only use of an establishment is, the making sure of some religious instruction. p.2
5. The business being done, and (as above) in a superior manner, to what use they can be loaded with an ulterior but these not compensating by any benefit!
6. So lousy as a parish engaged to provide its minister, it should be exempted from contributing to an established minister. p.2
7. Apply this to Catholics & Presbyterians in Ireland. p.2
8. Thus much generalities. p.3
9. Suppose where a majority is of an unestablished church, some are of the established æ shall an established church be kept up there? This will depend on nmbers, & must be to some degree arbitrary. p.3
