Those names being by the forms of that office, necessary
to the legality and efficiency of every Act offered as
the Act of that Board, those names are will be are accordingly subjoined
to the instrument by which the purpose in question
was effected. Of those that of the Chancellor of the Exchequer
signed N. Vansittart is the only one which shall
here be brought to view. To enumerate the page with
the names of two living substitutes to as many mechanical automatons
would not only encumber the page but lead to
false conclusions. They Two persons attend in a sort of rotation: the
hand of each gives applies itself to every thing that is
done: of the mind of any one the any application made would in
effect be useless, and in appearance an act of presumption
and impertinence. If The use of them is at the
Board to sign, in the House, if he can to speak to speak if like Mr Vansittart he has the gift of tongues, and
at any rate to vote. To refuse either signature or
vote would be is to leave out after: what void signatures can be said, what may
be said more?
