7. Assurances of the existence of a Newspaper to
be set up immediately on the landing: with such assurance as
can be provided for the of the press: and that – not merely as against
the Governor, him but also as against the Editor, supposing him to
edit the paper on his own account, and without being in a state
of dependence, under the Governor. Effectual Provision
against this abuse would be matter of considerable no small difficulty,
and would not be most effectual within to be rendered
effectual, would probably be found to require arrangements
running into considerable detail.
