The degree of competition will depend on
the proportion of people to land. Now the
proportion of people to land in this colony
will be wholly governed by the Price
which may be required by the State for
all new land. Upon this point
the whole Question turns. If the price of new
land be such as to make the proportion
of people to land as 1 to 100 acres
land generally will be of little value —
if, on the contrary, a 5 times higher
price render the proportion of people to
land as 1 to 20 acres, land generally
will bear a considerable value. It is
on this account that I assert — what
to those who have not reflected on the
subject would look like a paradox —
