J.B. to the King of Bavaria Matter Copied on the Manyfold.

Dec.r 1827. By the mode of writing called the
manifold mode, written at one and the same time,
with one and the same instrument, in this and the seven
accompanying exemplars, every word in these papers visible.

Morning chronicle Nov:r 27. 1827.

Munich, Nov.r 17. The solemn opening of the States
for the triennial Session of 1828, took place to day
with great pomp.

"Our Constitution, notwithstanding it's many
advantages, is not exempt from defects.

"The want of provincial councils is very
prejudicial.

"To render the public administration and
the administration of justice less costly, more expeditious,
and less perplexed with documents, is indispensable.

"My Ministers are ordered to submit to your
deliberation, and for your approbation, several projects
of laws, and among them one for a new form of judicial
procedure, founded on open Courts, and pleading viva
voce; and one for a Penal Code common to all my subjects."

Munich (Bavaria) Nov.r 22. The following are extracts
from the Answer of the Assembly of States to the speech of
the King:

"If our constitution is not exempt from faults,
it has already undergone ameliorations which attest the
wisdom of it's founder.

"We await with joy a Project of Law fixing
men's rights.

"We will give our most serious attention
as to the mode of procedure proposed by your Majesty,
which will be founded on publicity and not
testimony."
