Constitutional Code — the completion of
it still in the paulo post futurum: but considerable
advance made in it since we parted,
and the ground of Penal Code, Civil Code, and
Procedure gone over. An outline, more or less
filled up of a whole is in forwardness for the
purpose of being presented to a Commission
which, on the motion of Brougham, is about to be
formed for making a Report of on the amendment of
the Law. Brougham comes to me for instruction.
Brougham was forced to narrow his plan for fear

the Commission should not be granted. But as
it is thought they can not refuse my plan when given
in, as in the case of the former Commission, under
the name of Evidence (opinion Evidence), my plan
will embrace the whole field, and the attention of the
public is so strongly pointed to the subject, that I
have no fear of producing more or less of good effect.
