Quere whether to employ this sheet page and the next?

The proposed system (I have just been saying) is
as yet uncompleated. True. But that part which regards
the practical establishment or not is: it can be produced
at any time; and as to that part which regards the system
of procedure, in add all that, in addition to what is exhibited
in this publication, remains to be exhibited would
speedily follow, if the requisite encouragement were received
Now This encouragement what is it? Neither more
nor less than than that the draught for this purpose will
if exhibited be taken into consideration by the constituted
authorities. In one shape or other the matter is — the
whole of it — in existence. [+]1 [+]1 Already upon paper
are the ideas. all that
remains wanting is the
words on the order in
which it is most expedient
they should
follow.
But, being written in at different times unconnected
scraps, matter is parcels omitted is still to it: and to be
and for that purpose rewriting is, as to a considerable part of it still
wanting: to the production of a form adequate to the task a stimulus
is necessary, and this stimulus (would be suffi so by I am
warranted to in saying) would be sufficient. In the statement
thus made of the encouragement requisite, I hope
there is nothing I hope cannot but hope very unreasonable

The greater the maker of the Petition here proposed
the greater the number of the signatures to each and the more higher
in public estimation the character of the signers, the to the
greater will be the chance of obtainment for this
same requisite encouragement. From the want of it I
feel already my active form flag; and, unless this cordial be
administered in time, life will be extinguished and whatever
service I might have been enabled to render at this time to my country,
and mankind will be extinguished along with it.

To call forth the requisite
exertion for money at public
expense has never been
necessary nor is ever
likely to be: but an
additional stimulus is necessary
