Two Words to the Reader.
What have the inhabitants of Spanish America
attempted since 1810 more than the
Spaniards of Europe accomplished in 1808?
Precisely nothing — both have combatted for
their independence & in order to obtain so great an
advantage have repelled force by force.
What other principles do the former now proclaim
but those which had already been
consecrated in the national code of their ancient
metropolis? None; both worlds seek to establish
national representation, liberty of the press
individual security, equality in the light of
the Law, & also the guarantees which the information
of the age in which we live has recognized
as appropriate or indispensable to for the
consolidation of the common well being.
With what then can the Europeans have to
reproach the Americans when they first set
them example & then taught them the means?
It will be said, as it in fact it has been said,
that the Spanish Const~on by granting to some equal
rights
