to? Did not the Viceroy on the most trivial pretext
suspend the law which assured the liberty of the press?

security, arbitrarily detaining various several citizens?
Did he not intrude himself into the administ~ion
of justice, exercising passing provisional
decrees which did not consist with the powers
delegated to him — May not the same be said of
his conduct in the audience? Some will answer that then
cir~ces were extraordinary, that necessity
compelled him to these measures, that his own
security & the grad faithful discharge of his
principal duty exacted the momentary extinction
of these liberties &c & the Spanish Americans
will with all their hearts (en hora buena) disculpate
his Excellency as Spanish functionary;
but what guarantee is offered them by an authority
which thus tampers with the law as often
as in its own view of the matter that law is
