should do that in Mexico which in Madrid can
only be done by the national represent~ive?
Is this then the protection of Government?
How does it hinder the repetition of similar
excesses? Without protection for themselves can,
by any possibility, any contract between the governed
& the government exist? Easy enough
is the solution of problems so obvious. —
These cons~ons united to many others which having
been already p brought to view & analized
by so many excellent writers, it would be tiresome
& needless to repeat, will have so forced
conviction on all the illustrious men of Europe
concerning as to the future lot of Spanish America
that not one among them for doubted for a moment
of the success of its efforts for emancipation, from
the commencement of its efforts to emancipate
itself, not one among them for a moment
doubted of thenir ultimate success. —
If many entertained fears of this, it was because
in the shake which was about to be given to these
torpid political bodies, the passions would be
put into excessive agitation, & the desired consolidation
of the Republican systems w<add>d be by that means
