to whom till then the idea of parting with so much dominion had
not been an endurable one. This duplicate was not written with an express
view to their case: & might therefore stand a chance of being received by
them with feelings by so much the less unpleasant. Neither was it by me
nor to the Cortes itself that it was addressed, but by a functionary of their's
here to his brother there, the most influential man (it is said) in the Cortes:
& by whom opinions of the same tendency had, not without considerable apprehension
as you may well imagine been hazarded.
By the time this reaches you, the toils & bustle of war, will I hope be
nearly at an end. Sooner or later your friends & admirers here look with full
assurance to an account historical, statistical, & critical of the state of
things where you are. Shd this letter ever be favored with an answer, this
point will I hope not be forgotten in it.
In the accompanying Codification Proposal, you will see mention
made of the system of construction & management for Prisons &c stiled Panopticon
as having been recommended by a Committee of the Spanish Cortes
who insist that in Spain as also in her Ultramaria (her Ultramaria!) Prisons
on this plan shall be created, in a number which for Spain alone wd amoun
to nearer 400 than 300. In the minds of the rulers of Spain even of regenerated
Spain, imbecillity seems to be altogether infantine. Ultramaria, the whole of
it, they are as determined as ever to have, which by this reaches you, will be
as much as to say to reconquer. When they have conquered the moon & deposited
her in the Escurial then will be the only time to begin to reconquer
Ultramaria. Upon the only economical scale a single Panopt Prison, number of
prisoners 2,000, all visible at all times at one view by any one person might
