Why this episode about Geo IIId? Only to shew you that the cause
why the Panopticon system in all its branches for punishment, for relief
of indigence, for administering of instruction & for application of
profit-seeking industry to the maximum of advantage remains to this
day in no better a state than that of a discarded project is not any deficiency
of appropriate aptitude on the part of the plan itself but only as
failure of aptitude moral intellectual or both on the part of those by
whom little less than 30 years ago it ought to have been carried into
effect: not to speak of their successors still acting with & under the same
mixture of tyrannical force & corruption of baleful influence

I write as I can find time. To a copy of my Panopticon work I add
2 parts or numbers out of 4 of my work on Pauper Management originally published
in Young's annals of Agriculture. Ao 1802 a French translation was
published by Constituted Authorities, I am sorry I cd send no more than
2 viz £d & 3d — Nos 1 & 4 have been mislaid or lost in the course of a series
of negligencies & revolutions. Fortunately however to the panopticon
plan of Construction these are the most material for in one of them I see
plates in which tho' in an humble style & miniature form, the essentials
of the latest architectural improvements that had been made in it are
exhibited.
