that to be the result, what may more than probably happen is — that before this
packet reaches Colombia you may have left it. Under this uncertainty I can do no otherwise
than desire in the direction that in case of your departure, the packet shd be
placed at the disposal of the Liberator of Liberators. Still however considering that
designs are not always executed quite so early as the time first appointed for
the execution of them especially in a tropical temperature & by men of Spanish descent
engaged too all the time in a conflict with an obstinate enemy, the chance
that this may reach you in time is not regarded as altogether desperate. When
you do come whether it is for the purpose of settling elsewhere than in Colombia
or for the purpose of settling there with increased advantage the reports do not inform
me. What I should be glad to find & indeed expect to find is — that your design
is to settle there: looking upon it as one of the many countries that are just
now in pressing need of talent such as your's: & from all the means of judging
that I have it seems to me to be the country of all others in which the magnanimity
& discernment necessary to the giving to the country the full advantage
of such talents are most abundant at the head of things. Supposing the conduct
of this Panop. scheme to suit your inclinations, there may perhaps be a preponderant
use not to say necessity in your coming over to this country for the purpose of establishing
it there to the best advantage: in particular for profiting by the rs resources
which are afforded by machinery here in such perfection & abundance: For ex: in
the room in which I am dictating this I had a few weeks ago for several days a machine
with which by the labor of one man out of a succession of iron rods, nails have been made
at rate of 1,500 in a minute, the machine being contained in a packet not occupying
more space than 3 or 4 moderate folios placed horizontally on each other I
might perhaps have said large 4<hi rend="underline">tos.
Having read Panop. book, José Fernandez Thomas who was Commissary General
to the army in Portugal during the war & since then a Merchant in Brazil, has assured
me that if his Brother Manuel will give his consent & the Cortes do the needful, he will return
to Lisbon & set up a Panop. Prison Establishment upon that plan.
