Now then, Sir as to its property of serving, on the present
occasion, as a test. If, in the new Peruvian
Vocabulary, Protector means Dictator and nothing more, the reception given by you to a proposal having
what is above for its object and its fundamental principle will be a favorable one: if
Emperor, an unfavorable one. If Dictator, you will say
"Good: this is my principle likewise:</add> and no sooner is the Peru in a state in
which a full, fair and free body of men fully freely, fairly and fully representing [+]1
[+]1 the great body of the
people can meet, than
I will use my best endeavours
exertions shall be employed
in the endeavour
to procure
the formation and assemblage
of such a body:
and when assembled
I will lay down my authority
or submitt it to
them, and refer to them
the work of making a Constitution for the State: Meantime, for proof, of your sincerity,
You will let slip
no means or opportunity
of diffusing useful
and appropriate information:
you will
be fonder of doing so
than of giving orders:
you will speak more of
those the people's rights than of
their duties: you will
speak more of your
duties than of your
rights: you will in your
addresses to your fellow-

citizens, you will render
it manifest, that you
regard them individually
as your equals,
collectively as your
superiors.

In this case will say nothing of any such intrusive address as the present. You will speak, in terms of
large professions, of the goodness excellence of your own intentions and
your own motives: if you will
of any such assembly, make any mention of any a such assembly, you will have every thing that regards the formation of it</add>
the business of it, or the time of its meeting, as indefinite as possible:
you will complain of a, you
will speak of the necessity of maintaining good order, and regular government.
You will set before you the Preface to the new Spanish Penal Code.
after the example of Following their example, by the appellation of the merit of European Nations.
You will give the authors of all these perfidies to understand that
having the same views as theirs, your determination, is to take their

conduct for the model of yours. For any thing more
I would venture to recommend to you to give orders to your
Secretary to look over this or that file of European , Periodicals,
and from the State papers, issued from time to time by any
of the Members of the Holy Alliance, copy as many phrases
in this strain as may be done in quality and quantity
may be deemed apposite suitable. [+]
[+] Not to speak of
Cromwell who, was

an under the name
of Protector became
more absolute than the
King whom he dethroned
founding an absolute,</del>

Unfortunately, to the English ear the word should the good opinion
of the English public be among the objects of your regard, [+]
Protector is an inauspicious sound. Richard the third
was the Protector of his royal Nephew: that Nephew whom
he murdered. A successor of his is by Act of Parliament,
Protector of the Ionian Islanders: and they are protected were the unoffending and
unafraid multitude at Manchester for the slaughter of whom one of his creatures
rewarded the one of
Bishopricks.
