The Metropolitan thinks it would be
unwise to attempt to discipline the present
bands who have proved their wonderful
efficiency. He would however have
a force disciplined for the protection of
the forts and important passes &c.

All the public bodies and eminent
public men I have conversed with agree
in the expediency of changing the Government
of the Ionian Islands. To promote
this end I have written to Lord Hastings.
I shall also endeavour to move the German
and Swiss Come. and the (50) I believe Greek students
at Bologna and the (30) Greek students
at Pisa to address His Lr.. and get their addresses
sent home for publication. The
Russians & French contrived to conciliate
these Islanders by securing in their interest
the Aristocracy. Sir T. Maitland on
the contrary has selected inefficient and
insignificant Men to fill the offices of
Govt.. Creatures that would bow to his will.
Both systems are founded in injustice,
for morality prescribes that none but
men of probity and aptitude sd. be selected
to rule.

A Notion seemed to prevail on the Continent
that England had a selfish policy in
view towards Greece. I have endeavoured to
impress a contrary conviction founded on
our true interest. So long as Greece sd.. be
kept down by the Porte the British Govt. sanctioned
her oppression. But the moment she
freed herself & the question was whether she
was to become a substantive state or to be
added to Russia no doubt could remain in
the mind of any sane statesman. For it
