of the order. I mentioned that the order had been
for years a mere instrument in the hands of Russia —
Paul, was the last Grand Master — The insignia & archives
of the order were deposited at Moscow. Almost
all the late admissions of Knights had been from among
the Russian nobles & that the scheme of Russia was no
doubt to arm herself with the order for conveying into
effect her plans upon Greece. Mr C. asked, What had
prevented the completion of the contract for the Loan
? I
told him, the first cause was the misunderstanding
between the Contractors & the Agent for the Order, the second
was probably the interference of the Greek Committee
who finding the Loan was assuming the name of a Greek
loan, & being well assured the Greek Government was no
party to it published an advertisement declaratory of this
fact: Mr Canning asked What securities they offered — I
said the Estates of the Order — Was this (said Mr C.) a security?
I replied. It was deemed so by the Contractors
for I heard from their own lips, that their lists were completed
and the whole sum subscribed. I added that it
was certain the French Government was looking on the
loan with complacency, for it was within my knowledge
that the Duchess of Angouleme, had made several applications,
for the admission of Knights & that the last Chapter
had been held at Paris
. Mr Canning said. 'I should tell
you that the information you formerly gave me (respecting the
